At a university with large numbers of some of the best science and engineering geeks in the Midwest and beyond, why are the sprinklers running while it's raining?

Well, except for obvious the financial concern, I can forgive a HOA. Up here, you'd think they could put in water sensor-equipped sprinklers.

Oh wow. That's just ... poor.

My parents had, at their house, this underground sprinkler system that would cause thingers to pop up from the ground and water the lawn. I don't know what controlled it, but I don't recall them ever going on in the rain.
